Stability must therefore be measured in the currency of the underlying obligation, not only in the token’s reference currency. This guide examines exchange rates, reserves, holder rights, custody and exit options. It does not recommend any product and does not present any return as guaranteed.
In brief
- The escudo’s official peg to the euro does not establish a constant dollar value in CVE.
- A stablecoin adds issuer, network and custody risks to foreign-exchange risk.
- The relevant measure is the net amount of escudos that can be recovered when payment is due.
Stablecoins in Cape Verde: choosing the right unit of measurement
The word stable describes a target, not an absence of variation in every currency. Our guide to crypto costs in Africa notes that a quoted value should be compared with the amount actually available. A token that maintains a dollar reference can preserve that property without preserving the purchasing power needed to pay a bill denominated in escudos.
The Bank of Cabo Verde publishes exchange-rate references, including the current parity of 110.265 CVE per euro. That reference is not the all-in price of every commercial transaction. Nor does it set the dollar-euro exchange rate, whose movements can change the local value of a dollar-denominated asset.
To understand the mechanism, distinguish three units: the number of tokens held, their value in the reference currency and their net value in CVE. One can change without affecting the others. Fees and available liquidity must then be added. A dashboard expressed only in dollars can conceal a deterioration in the amount actually useful in Cape Verde.
This distinction matters for near-term expenses. Someone who must pay a specific amount in CVE does not eliminate currency risk by switching to a dollar-denominated asset. They change the nature of their exposure. The choice should depend on the currency of their income and obligations, not on a general belief that stablecoins automatically protect all savings.
An activity billed in dollars may call for a different approach from that of a household paid in escudos. Timing still matters: revenue received today, a supplier payment due later and fees incurred in between. Matching currencies can reduce some mismatches without eliminating the custody or counterparty risks associated with the asset used.
Separating foreign-exchange risk from peg stability
Consider a fictional example that does not describe any current exchange rate. A holder owns 1,000 units of a dollar stablecoin, initially valued at 100 CVE each along the exit route. The position represents 100,000 CVE before costs. If the local price falls to 94 CVE while the token maintains its dollar reference, the value drops to 94,000 CVE.
The gap is 6,000 CVE, or 6% of the initial value. The number of tokens has not changed. Exchange-rate movements or local market conditions can therefore generate a loss in CVE without the stablecoin moving away from its target unit. This mechanism must be identified before blaming the network or concluding that the issuer has failed.
A depeg is a different risk: the token’s price moves away from its reference. The causes may involve reserves, redemption options, liquidity or confidence. Our framework for crypto platforms and their terms helps assess the intermediary, but the token’s quality must also be evaluated independently of where it is purchased.
The two movements can occur together. The token may lose value against the dollar while the dollar’s value in escudos is also declining. Conversely, a favorable currency move can conceal trading friction. A useful analysis calculates each factor separately instead of attributing the entire difference to a single quoted price.
Comparisons between quotes taken at different times should also be avoided. A local offer may include a margin or reflect limited market depth. The theoretical rate does not guarantee that a buyer will execute the desired amount. For a significant commitment, obtain an executable, documented quote rather than relying on a simple in-app estimate.
Assessing reserves and the rights actually available
Not all stability mechanisms work the same way. Some tokens disclose financial reserves, while others use digital collateral or different arrangements. A symbol and market capitalization are not enough to understand repayment capacity. Identify the issuer, the documentation, the available disclosures and the nature of your rights as a holder.
Tether’s transparency page provides information published by the issuer of USDT. This data must be read in light of its date, scope and limitations. Information about reserves does not guarantee every user direct access to redemption or instant execution in all market conditions.
Tether’s legal terms set out eligibility requirements and relationships with its services. A buyer in the secondary market should not assume they have the same process as a customer directly accepted by the issuer. Check the terms that actually apply to your situation, without interpreting a dollar target as a universal conversion counter.
The possibility of restrictions or freezes must also form part of the analysis of both the product and the network. A technically fast transfer does not make the asset independent of all control powers. Conversely, a personal wallet does not cancel the characteristics of the token it holds. Wallet architecture and asset architecture are two different layers.
For a business, this review should result in a written policy covering accepted assets, counterparties, internal limits and a solution in the event of an interruption. A decision based solely on familiarity with a provider exposes treasury funds to a poorly defined risk. A stablecoin reserve should be justified by a specific need, with limits that those responsible can understand.
Calculating the round trip and actual availability
In a second entirely fictional example, an all-in purchase costs 22,400 CVE to receive 200 units. The delivered cost is therefore 112 CVE per unit. An exit offered at 105 CVE would produce 21,000 CVE before a final charge of 300 CVE. The net amount available would fall to 20,700 CVE.
The round trip would result in a loss of 1,700 CVE, or approximately 7.59% of the budget committed, without assuming any change in the token’s reference price. This exercise does not describe any real-world fee. It shows why the question “how much is a stablecoin worth?” must be followed by “how many escudos can I actually recover after costs?”
The network also affects availability. You need a compatible wallet, must follow the recipient’s instructions and should provide for the fees required for subsequent operations. Our guide to crypto wallets and security explains the role of keys and backups. A visible balance may remain difficult to move if the user does not understand these conditions.
An intermediary’s liquidity also deserves a downside scenario. In a fictional budget of 100,000 CVE, locking the equivalent of 30,000 CVE on a temporarily unavailable service deprives the holder of 30% of that allocation. The accounting value does not necessarily disappear, but the ability to pay falls immediately. A business must incorporate this difference into its operations.
The guide to buying crypto through mobile payments helps document the movement of funds in and out. In Cape Verde, do not assume automatic integration with a local service. Confirm the payment method, recipient and net amount. A seller’s promise should not be mistaken for a feature provided by the banking network.
Set a treasury rule instead of making an implicit bet
The first rule is to keep essential expenses in a form that is accessible and suited to their due date. A rent payment due in CVE should not depend on a withdrawal subject to an unknown verification process. The appeal of an app or a fast transfer is not enough to justify locking essential funds into an untested process.
Next, define personal or business limits: maximum exposure, holding period and exit conditions. These thresholds are management decisions, not security guarantees. Their value lies in preparing a response before an incident occurs. Without a predefined rule, a user may extend a position simply because an unfavorable conversion is difficult to accept.
Documentation remains essential for controls and tax procedures. Our guide to KYC, data and remedies recommends keeping consistent records without exposing secrets. Record dates, quantities, countervalues and fees. No tax exemption can be inferred from an asset’s advertised stability.
When a return is added to the token, analyze the additional product. Lending stablecoins to a counterparty creates a different risk from simply holding them. Ask who uses the funds, how the income is generated and what could block withdrawals. An attractive percentage should not obscure questions about returning the principal.
In Cape Verde, the right starting point is the escudo and the holder’s actual obligations. A dollar reference may suit some needs, but it does not promise universal stability. Measuring currency exposure, net costs and effective access to funds makes it possible to decide without confusing a product name with treasury security.
