The 10 Most Expensive Countries in Africa: Ranking and Budget

Seychelles, the Democratic Republic of the Congo and Senegal lead Numbeo’s 2026 cost-of-living ranking for Africa. The ranking covers 27 countries and excludes rent, so budgets must also account for the city, housing and income.

Seychelles, the Democratic Republic of the Congo and Senegal occupy the top spots in Numbeo’s 2026 cost-of-living ranking for Africa. This ranking covers the 27 African countries included in the panel and uses an index that excludes rent. To identify the ten most expensive African countries under this methodology, the ranking must therefore be read alongside its limitations, with budgets adjusted for the city, housing and income.

Comparing Africa’s most expensive countries with a specific index

The cost of a stay or relocation also depends on how money is paid and converted. Crypto conversion and purchase fees in Africa illustrate the additional costs that can arise when several currencies or payment methods are involved. These expenses are not necessarily included in a general consumer basket.

Numbeo’s 2026 African ranking provides a comparison published on a defined date. It compiles user-contributed information and other sources according to the site’s methodology. Its main index compares everyday purchases, restaurants, transport and services, while excluding rent.

Numbeo’s index methodology uses New York as a benchmark set at 100. An index of 50 therefore indicates a basket that is approximately half as expensive as that benchmark, based on the site’s data and weightings. It does not mean that a household spends 50% of its income on living costs.

The panel does not cover all territories or population profiles evenly. Cities, neighbourhoods and consumption habits affect the observations. The table provides a starting point for budget research; it does not replace current quotes for housing and major expenses.

The panel’s ten highest-ranked countries in 2026

Rank Country Cost-of-living index excluding rent
1 Seychelles 64,5
2 Democratic Republic of the Congo 50,2
3 Senegal 48,5
4 Cape Verde 46,3
5 Côte d’Ivoire 44,8
6 Angola 42,3
7 Ethiopia 41,8
8 Cameroon 40,7
9 Mauritius 38,3
10 South Africa 37,1

This ranking reflects the 2026 annual edition consulted on October 5. It does not show the exact prices observed on that date. For a practical decision, check current data for the city under consideration and verify amounts directly with providers.

A high position does not mean that every product costs more than in the countries below it. A basket combines different types of spending, and an average can conceal significant differences. Rankings based solely on housing, groceries or restaurants may therefore produce a different order.

Rent changes the comparison

Housing often accounts for a substantial share of a budget, but the table’s main index excludes it. Numbeo also publishes a cost-of-living ranking including rent. In that version, the positions change, and Namibia appears among the panel’s ten highest-ranked countries.

A furnished short-term rental does not necessarily cost the same as an annual lease. A deposit, utilities, internet access and agency fees can also change the amount required. Comparing two listings therefore means checking what the quoted price includes.

The neighbourhood matters as much as the city. Saving on rent may mean higher transport costs or longer journeys. Conversely, housing close to work may cost more while reducing certain expenses. The budget should account for the entire daily routine.

For a relocation, request several comparable quotes covering the same period and level of equipment. Record any payments required upfront. A national average cannot accurately predict this initial cash requirement.

Seychelles and Cape Verde: checking the budget for an island stay

Seychelles and Cape Verde rank near the top of the table considered here. For travellers, a useful comparison must distinguish a tourist budget from the expenses of a resident. Accommodation, dining and chosen transport options can differ sharply from the general basket.

Season, duration and booking time affect the cost of a stay. Accommodation with a kitchen can change the balance between groceries and restaurants. Travelling between several islands adds expenses that may not apply to someone living in one locality.

These factors should be checked with the relevant providers rather than inferred from the ranking. The ranking shows an average of compared prices; it does not provide the fare for a flight, ferry or accommodation on the dates of your trip.

When preparing a budget, separate fixed expenses booked in advance from variable spending. Add a margin for reasonable travel contingencies. This approach makes the total more useful than simply multiplying an index by a budget from another country.

DRC, Angola and Ethiopia: start with the city you actually have in mind

A national average can conceal very different local situations. For a business trip or relocation to the DRC, Angola or Ethiopia, first look for prices in the relevant city and neighbourhood. The national panel does not allow observations from a capital to be transferred automatically to the rest of the country.

Housing, transport and work-related services should each have their own quotes. Pay particular attention to payment terms and expenses that may be charged in a foreign currency. An unfavourable conversion can change the cost in the currency in which you earn your income.

Connectivity and additional equipment needs also depend on the activity. A remote worker may face different expenses from a holiday visitor. The continuity of a service and its total cost should be verified locally rather than assumed from the ranking.

Our guide to crypto in Ethiopia also notes that financial rules must be considered separately from prices. A payment method that is practical in one country may face different conditions in a neighbouring destination.

Senegal, Côte d’Ivoire and Cameroon: clarifying the CFA franc zone

These three countries rank among the table’s top ten excluding rent. Senegal and Côte d’Ivoire use the XOF, while Cameroon uses the XAF. The two CFA francs share parity with the euro, but belong to different monetary zones.

Our guide to crypto in Cameroon provides additional context on payment within the local framework. When preparing a travel budget, always specify the country and currency code when comparing transfer or withdrawal fees.

Prices do not become identical simply because the monetary parity is the same. A grocery basket, subscription or rental can vary between Dakar, Abidjan and Douala. The neighbourhood, type of housing and mode of transport can affect an individual budget even more.

The guide to crypto in Senegal offers another reference point for financial services. The availability of a digital payment method does not guarantee the absence of fees or compatibility with every account; the transaction summary should remain clear.

Mauritius and South Africa: comparing the services you actually use

Mauritius and South Africa complete the panel’s top ten excluding rent. For a professional project, the ranking should be supplemented with the cost of essential services: internet, transport, insurance, equipment and housing suited to the planned duration.

A single person, a family and a company do not have the same basket. School fees, for example, can weigh heavily on a family while being irrelevant to a visitor. A general index therefore cannot replace a personalised list of expenses.

Income earned in a foreign currency also changes the comparison. A budget expressed in euros depends on the exchange rate against the local currency. The amount available may change even if local prices remain stable during the period under review.

Request prices in the billed currency and check the payment terms. Commercial offers may display a monthly amount while requiring an upfront payment or a minimum commitment. The sum needed at the start matters just as much as the average annual cost.

An expensive country and low purchasing power are not the same thing

A country may have relatively high prices while incomes are sufficient to cover the basket used for comparison. Another may show lower prices in dollars while requiring a much greater effort from a household paid in local currency. Cost of living and purchasing power should therefore be assessed separately.

The World Bank defines price-level indices based on purchasing power parities. These statistics use a different methodology from a contributed price panel. They provide another perspective, with their own reference period and limitations.

For your budget, the relationship between net income and essential expenses provides a practical measure. Calculate housing, food, transport, healthcare and family obligations before discretionary purchases. An international comparison becomes more meaningful when these categories use the same period and profile.

The ten most expensive African countries in Numbeo’s 2026 panel therefore provide a starting point. A reliable budget must then be built around the city, housing, income and current quotes, while adding payment costs that the general index does not detail.
