Bitcoin entre dans un marché crypto russe placé sous contrôle réglementaire

As of September 1, 2026, Federal Law No. 282-FZ officially regulates the purchase, sale and custody of cryptocurrencies by regulated intermediaries in Russia. Individuals can access the most liquid assets with an annual limit of 300,000 rubles per intermediary. Bitcoin is becoming more accessible, but it is not a currency.

Crypto: Bitcoin, Ethereum and USDT enter Russia’s regulatory framework

Moscow had been laying the groundwork for several months. As Bref Crypto explained in its analysis of Russia’s opening to Bitcoin, Ethereum and USDT, the reform abandons the idea of keeping individuals out of the market in favor of supervised access.

Non-qualified investors will have to pass a test and remain below 300,000 rubles per year with each intermediary. Qualified investors will be able to purchase cryptocurrencies without this limit, while also undergoing an assessment.

The Bank of Russia officially confirms that brokers, exchanges and asset managers will be able to act as intermediaries. In additional guidance, the regulator identified Bitcoin, Ethereum and USDT among the first sufficiently liquid assets for the general public.

Russia legalizes crypto trading, not crypto payments

The distinction is important.

Paying for coffee, rent or groceries in Bitcoin remains prohibited in Russia. The law maintains the ruble as the domestic means of payment and restricts advertising that presents crypto as a settlement instrument.

Cryptocurrencies may nevertheless be used in certain foreign trade contracts between residents and non-residents. This opening takes on particular significance as Western sanctions already target several crypto infrastructures associated with Russian networks.

Crypto is therefore officially becoming a financial asset that can be used in certain international flows, without directly competing with the ruble inside the country.

The framework also provides for digital custodians responsible for recording rights to the assets. Holders will also receive judicial protection for their crypto property. A tightly supervised opening

Moscow is clearly not building a crypto haven.

Exchange operators will have to join a specific registry and meet capital requirements. Banks may also block certain transfers when they suspect that they involve an unauthorized provider.

A transition period remains in place: several players will be able to continue their activities before the July 1, 2027 deadline, while certain technical regulations prepared by the Bank of Russia are still being finalized. It would therefore be excessive to say that the entire Russian market is moving under definitive licenses as of today.

The political shift nevertheless remains significant. For years, Russia oscillated between bans, restrictions and experimentation. It now has a legal architecture for bringing part of the crypto market into its traditional financial system.

This architecture will inevitably strengthen the traceability of flows. More broadly, the issue connects with the debate over personal custody illustrated by Bitcoin movements following the Coldcard vulnerability: regulated infrastructure protects certain uses, but it also increases intermediaries’ visibility into assets.

Russia is not giving crypto a blank check. It is doing almost the opposite: officially accepting it in order to better determine who may sell it, who may hold it and how far individuals may invest.
