Une délégation rwandaise étudie un cadre de régulation blockchain avec des responsables à Dubaï

Rwanda is accelerating the development of its regulated crypto market. The Capital Market Authority (CMA) has completed a two-day visit with Dubai’s Virtual Assets Regulatory Authority (VARA) to directly study one of the sector’s most advanced supervisory frameworks.

Kigali is not starting from scratch. The Rwandan Parliament has already approved a legal framework for virtual assets in 2026. The priority is now shifting from law to a technical regulatory framework detailed enough to supervise exchanges, custody, transfers, and new digital products.

Crypto Africa: Rwanda directly studies the VARA model

This visit comes three months after Rwanda officially established a legal framework for crypto. The CMA delegation wanted above all to understand how Dubai practically organizes the supervision of virtual assets and emerging financial technologies.

For two days, the two regulators exchanged ideas on their practices, surveillance tools, and methods to protect investors without hindering innovation.

Romeo Ngarambe, Executive Director of the CMA, praised VARA’s willingness to share its regulatory experience. For Kigali, this type of cooperation makes it possible to avoid building rules entirely alone in a still-young market.

The choice of Dubai is not random. VARA specifically supervises virtual asset service providers in the emirate, outside the DIFC, with distinct licenses for exchanges, custody, brokerage, lending, and transfers.

Dubai offers an already operational laboratory

VARA requires any company conducting a regulated activity on virtual assets in Dubai to obtain a license. Its scope includes eight major categories of activities and is based on specific rules regarding compliance, risk management, and anti-money laundering.

This is precisely the kind of detail that Rwanda now needs.

In May, the CMA had already gathered banks, tax administration, financial intelligence, law enforcement, and market players around its new framework. Tether and Crystal Intelligence participated in this awareness session.

This progress aligns with trends observed elsewhere on the continent. For example, Ghana recently created a committee uniting five institutions to supervise virtual assets.

Crypto Africa is therefore entering a less spectacular, but much more structuring phase: building institutions capable of enforcing the laws passed.

Rwanda aims primarily to reassure investors

Rwanda clearly presents this mission to Dubai as a tool to strengthen confidence in its financial market. Crypto regulation is no longer just about limiting fraud or money laundering; it is also becoming a selling point for attractiveness.

Kigali wants to position itself as a financial hub capable of hosting new technologies while giving investors understandable rules.

This strategy contrasts with some African markets where overly restrictive rules risk instead pushing crypto activity offshore.

Rwanda seems to be seeking a different balance: observing jurisdictions that have already experimented, then selecting what can realistically work locally.

Thus, it is not a matter of transforming Kigali into an African Dubai overnight.

But the message sent to the sector is clear: Rwanda wants to learn quickly, regulate seriously, and avoid discovering problems only after the massive arrival of crypto players.
